Tesla is effectively starting up a chauffeur-style taxi operation in the San Francisco Bay Area, Reuters reports. Sound like a strange move for a company obsessed with self-driving cars? That’s because it’s far from the whole story — and not exactly what Tesla is aiming to ultimately accomplish.

The electric carmaker informed California that it will operate a limited public taxi service. But it’s not legally allowed to do this with self-driving cars.

Tesla has also yet to prove that its Full Self-Driving software can be used to power a robotaxi network. While the company has been running an invite-only version of its robotaxi service in Austin since June 22, it’s been a far cry from what Musk has spent years teasing.
